NO POWER WITHOUT POO: A CASE FROM CHANDRAPUR,MAHARASHTRA

In a benchmark decision, Chandrapur district administration in Maharashtra disqualified 354 gram panchayat members for defecating in open. The action was taken after it was found that they did not have toilets in their houses.

Disqualified public representative include 27 members under
Chandrapur panchayat samiti, 17 from Bhadrawati, 15 from Warora, 7 from Chimur, 9 from Sindewahi, 15 from Mul, 18 from Saoli, 14 from Pombhurna, 64 from Gondpipri, 17 from Ballarpur, 54 from Rajura, 33 from Korpana, 58 from Jiwti and one each from Nagbhid and Bramhapuri panchayat samiti.

This comes after the state government took up Sampoorna Swacchhata Abhiyan with the target of making all villages free of practice of defecation in open. The rural development ministry has made it mandatory for public representatives, gramsaveks and even government employees to have a toilet in their house.

Zilla Parshad authorities in a survey discovered that 399 gram panchayat members, including many sarpanchs and deputy sarpanchs, do not have toilets in their homes. Out of these, matter related to 45 public representatives were sub-judice with court or other appellate authorities. The remaining 354 gram panchayat members were served notices and asked to build toilets in their houses. As they failed to comply, the matter was referred to district administration for suitable action.

"They were given time to comply with government directives. Failure on part of GP members led to the action. We have disqualified all 354 gram panchayat members for lack of toilets in their houses," said additional collector CS Dahalkar.

Dahalkar claimed that these disqualified members have option of going into appeal with divisional commissioner against the orders.
